Institute of Scheduled Castes Affairs (ISCA) – Historical Ambedkarite Idea Whose Time Has Come

The Institute was registered on 24 August 1944 and the idea was muted on 1 November 1943. On 23 October 1944, a memorandum was submitted to the Government of India with certain demands. The ISCA was attached to the All India Scheduled Caste Federation (AISCF).

The memorandum mentions some points that are critically important even today.

1. The scheduled castes are the distinct and separate element in the national life of India.
2. The scheduled castes are de jure and defacto minority communities.
3. The “socially minded” among the Scheduled caste must be given opportunities to formulate and systematize their public life and public opinion.
4. The Institutions of the scheduled castes must be founded, organized, conducted, managed, and controlled exclusively by them.
5. Institutions are a must for political, social, economic, cultural, and education regeneration, reconstruction, and moral and material progress.
6. The Scheduled Caste possess:
a. Separate social-psychological make up
b. Separate tradition
c. Separate ways and manners of living and thinking

And hence, they need a separate and specially constituted Modern Residential National University.

7. The Scheduled Caste needs separate sub-departments to look into their welfare.
8. Scientific social reconstruction based on Beveridge report outlining basic social security and social welfare.
9. Statistical data about matters, interests, and life of Scheduled Castes.
10. Just, proper, and sufficient legislation through a Special Law Committee under Dr. Babasaheb Ambedkar.
11. Adequate representation in all the government committees according to the needs, the numbers, and the importance to the Scheduled Caste
12. The Scheduled Caste should have access to a government-subsidized publicity mechanism.
